National baseline · local enforcement

One standard, applied property by property.

The Housing (Standards for Rented Houses) Regulations 2019 provide the national baseline. Local authorities, including Dublin City Council, inspect and enforce those standards.

Structure and repair

The dwelling should be maintained in a proper state of structural repair, inside and out.

Facilities and comfort

Sanitary facilities, heating, food preparation, laundry, ventilation and lighting all form part of the standard.

Fire and utility safety

Smoke and carbon-monoxide measures, fire blankets and safe gas, oil and electrical installations matter.

Inspection and remediation

Local authorities can inspect and may require contraventions to be remedied.
